Function Statement:

The overall function of this position is responsible for providing safe and uninterrupted ferry service to the crossing public. This position is located on the Cameron Ferry, District 07 Unit 870, of the Department of Transportation and Development and reports directly to the Ferryboat Operations Manager B. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:

Specialized knowledge, skills, and abilities: Operates and pilots state owned ferry vessels that are certified as “inspected” vessel under the United States Coast Guard’s regulations.

Required License:United States Coast Guard Captain’s License for 1600 ton Master or Greater

Drug Testing required: Yes

Types of equipment used for the job: Ferry, Radars and Radios

Job Duties & Responsibilities:

60% Supervises and pilots ferry carrying vehicles and passengers on the Calcasieu Ship Channel. Supervises and trains crew on assigned shift, through assigning and reviewing work, and evaluation of subordinates.

Maintains operating logs and submits reports.

20% Serves as Vessel Security officers in accordance with Vessel Security Plan. Conducts fire, collision and security drills on a regular basis. Communicates with U.S. Coast Guard Inspectors and Safety Officers on inspections and accidents. Corrects discrepancies and forwards corrections to U.S. Coast Guard. Prepares and maintains accident and incident reports. Posts and files information for State Auditor and DOTD Safety Officer.

10% Inspects all equipment, machinery, rigging and gear aboard vessel and orders needed repairs. Orders fuel, material and supplies for the vessel.

Assures that the vessel maintains schedule.

5% Prepares and keeps payroll records.

Communicates with Marine Maintenance Administrators at fleet landing on marine repairs and spare part acquisitions.

Reviews and helps write contracts for marine vessel and barge dry dock.

5% May perform other duties as necessary including, but not limited to, Emergency/Disaster support activities.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Five years of experience in marine operations and a U.S. Coast Guard officer's credential.

NOTE:

At this level, one of the following credentials or the equivalent may be preferred by the hiring agency depending on the vacancy to be filled:

  1. National Master of Self Propelled Vessels Upon Great Lakes & or Inland Waters with one of the following gross registered tonnages (GRT):
  • Less than 500 GRT

  • Less than 1600 GRT

  • Unlimited GRT

    1. National Master of Towing Vessels Upon Ocean, Near Coastal, Great Lakes-Inland & Western Rivers.

    The hiring agency will ensure compliance with all applicable U.S. Coast Guard regulations.

    NOTE:

    Possession of a current Transportation Worker Identification Credential (TWIC) will be required by the hiring agency at the time of appointment.

Complex ferry vessels are those which are required by the U.S. Coast Guard to have licensed deck and engine room personnel aboard during operations.

Serves as captain of a complex ferry vessel by supervising all operations. Prepares performance reviews and approves leave for Ferryboat personnel assigned to the vessel.

Pilots complex U.S. Coast Guard-inspected ferry vessels that are used to carry vehicles and passengers; may tow vessels for repairs when required.

Oversees master log of all operations and preparation of required reports; submits reports as necessary.

Inspects equipment, machines, rigging, and gear aboard vessels. Provides corrective instruction to Ferryboat personnel as necessary.

Oversees lower-level Ferryboat personnel during exercises for emergency fire and collision drills.

Operates and demonstrates proper use of ferry vessel equipment such as marine radio, state radio, radar, and related safety equipment.

Oversees proper operation and routine maintenance of the engine room and machinery aboard a ferry vessel such as main propulsion diesel engines, main electrical generating plants, hydraulic systems, sanitation systems and pumping systems.

Oversees required engine room logs and preparation of related reports.

Oversees safe refueling operations.

Instructs lower-level Ferryboat personnel in proper procedures to ensure safe operation of the ferry vessel.

May serve ashore to assist Ferryboat Operations Managers by supervising operations for multiple vessels.
