Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. Duties Description The Region One Operations Group anticipates hiring a Professional Engineer 1 to work in the Regional Maintenance group as a Regional Transportation Maintenance Program Engineer: Under supervision of the Regional Director of Operation, the successful candidate will be expected to perform some or all of, but not limited to, the following duties:- Determine the feasibility of prospective work sites identified by Resident Engineers to be repaired by standby Work Order Contractor.- Develop work order packages which include scope of work, details, plans, and estimate to be used in the repair of various highway elements and constructed by the Work Order Contractor.- Determine candidates for guide rail replacement contracts.- Work with the Regional Geotechnical Engineer to develop a prioritized list of slope repair candidates for the Slope Failure Contract and those sites to be repaired with the Work Order Contract.- Represent Highway Maintenance on the Region 1 Large Culvert Committee to develop the Region’s capital program for large culvert repair and replacement.- Assist Resident Engineers with design related questions as needed.- Assist Resident Engineers with small culvert inspection utilizing the Region’s Video inspection camera- Represent Region 1 Maintenance on various Community of Practice Committees.- Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education.
